Man behind Modi's SIT report is IPS officer Himanshu Shukla

Shukla is the investigating officer of the Gulbarg massacare case in which Zakia Jafri's husband, Ehsan Jafri, was killed during the 2002 riots.

IPS officer of 2005 batch Himanshu Shukla has been in service for only seven years. However, it was this officer who was given the task of preparing the SIT's final report that was submitted before the metropolitan magistrate court. The reason: He is the investigating officer of the Gulbarg massacare case in which Zakia Jafri's husband, Ehsan Jafri, was killed during the 2002 riots.

For Shukla, along with the responsibility of DCB, also came the important assignments of investigating key post Godhra riot cases. Shukla was made the investigating officer of four important cases, which had national and international attention. These included the Naroda Patia massacre, the Naroda Gaam massacre, Gulbarg massacre and the murder of British citizens in Prantij in Himmatnagar district.

Shukla was also an important investigator in the Ahmedabad serial blasts case where he headed a team. He even traveled to different states to conduct investigations. Shukla, a B.Tech in Electronics and Electrical Communication, hails from Madhya Pradesh and is a 2005 batch IPS officer.

Shukla started his policing career as assistant superintendent of police of Himmatnagar and later on was promoted to DSP of Kheda district. He was assigned the important cases immediately after the bomb blasts.

Shukla, being the investigating officer of the Gulbarg massacre case, has prepared the SIT report submitted in the magisterial court. "It is very shocking that Shukla was not able to find any substantial evidences which could corner chief minister Narendra Modi," retired director general of police, RB Sreekumar told DNA.

However, Shukla told DNA that the investigation has been conducted on the basis of evidences and statements of the witnesses available to SIT. Sreekumar, also one of the key witnesses in the riot cases, however, raised the question about the appointment of investigating officers by SIT for different cases. "SIT asked the state government to provide them officers to act against his (Modi's) own government, which could create doubts," he said.
