Your dream home may cost more: BMC plans to hike premium on free FSI

The Brihanmumbai Municipal Corporation (BMC) has proposed to hike the premium from 25% to 100% on the free FSI given for niche, loft and lift lobby structure to residential buildings.

BMC commissioner Subodh Kumar made a presentation to chief minister Prithviraj Chavan about the amendment in the Development Control Rules on Tuesday. The municipal corporation aims to regularise the use of free FSI area as the living area which is being done by violation of rules.

The civic body brought to the government’s notice that the free FSI given to builders are misused or converted into living areas.

This not only is a violation of rules but also leads to loss in BMC revenue. The proposal says that if the premium rate is raised to 100% for residential areas, 125% on industrial proposals and 150% on commercial proposals, BMC could earn a revenue of about Rs500 crore.

"Most users convert the lofts to mezzanine floor, spaces for flower pots and niche areas in living areas,” said an official from the Mantralaya. “On the other hand, the builders recover the cost of free FSI from the buyers.”

 “The BMC has proposed to levy cent percent premium on free FSI at the ready reckoner rates. This would curb the irregularities tenants and builders resort to."

The government is apprehensive about the prospective rise in flat prices. “Though the BMC commissioner told the chief minister that the housing sector associations were in favour of the amendment, the CM is still not convinced about change. Chavan has asked the BMC to make the proposal  public and judge the reactions,” the officer said.
