Pune judge orders inquiry against cops for assault on disabled

Taking cognizance of a traffic constable assaulting a handicapped youth by hitting him with a walkie-talkie, the principal district judge, Anant Badar, on Friday ordered an independent inquiry against the police, said the victim’s counsel advocate Bilal Shaikh.

The injured youth, Bhanudas Sahebrao Tambe (25) of Chandannagar, had moved the court after the police arrested him and his brother, Hrishikesh, for interfering in the work of a public servant.

Tambe’s private complaint has accused the deputy commissioner of police (traffic), Vishwas Pandhare; senior police inspector, Venkat Gangalwad of Faraskhana police station; and constable Eknath Sawant (27) of attempt to murder, trying to shield a traffic cop from punishment and extortion.

On Saturday, Tambe submitted his blood stained clothes, blood group report, vehicle documents and Hrishikesh’s driving licence. Tambes’ counsel Bilal Shaikh and Afroz Shaikh said, “The police returned the vehicle and driving licence on Friday.”

The private complaint and inquiry against the police will come up for hearing before the court of judicial magistrate first class (JMFC) SB Deore on July 19. Tambe brothers’ statements will be recorded on that day, said the defence counsel.

On Monday (July 11), the Faraskhana police arrested Bhanudas and Hrishikesh and registered a non-cognizable complaint against constable Sawant. The constable and complainant had allegedly abused and beat each other up in a dispute over payment of a fine. The incident took place at the Kumbhar Ves Chowk.

Sawant allegedly asked the brothers to pay a fine of Rs700 for using a fancy number plate. Bhanudas told Sawant that the number plate is simple and he has only Rs50. This angered Sawant and he allegedly hit Bhanudas, who is 60% disabled, on his head with a walkie-talkie. Hrishikesh was also beaten up. Bhanudas sustained four stitches on the head and was treated at the Sassoon General Hospital.

Armed with a medical certificate, Bhanudas approached Gangalwad at the Faraskhana police station. But Gangalwad allegedly used foul language with Tambe’s mother and did not register the complaint against Sawant allegedly on the instructions of Pandhare, who had also reached the station. A complaint was registered by Gangalwad against Tambe brothers for interfering in the work of a public servant, on the instructions of Pandhare, the complaint stated.
