Pune divisional commissioner’s order raises questions

Pune divisional commissioner Dilip Band’s order to transfer land to the Salunke Vihar Army Welfare Cooperative Housing Society (AWCHS) has raised doubts about inquiries initiated by district collector, Chandrakant Dalvi, and his officials against the alleged irregularities.

Band’s order dated April 15 and 18, 2010, whereby he directed the collector to make necessary changes in land records in favour of the AWCHS, thereby granting the land in their favour, has left question marks on the inquiries initiated by the collector as well as revenue officials, the sub divisional officer (SDO), Haveli, and talathi, Katraj.

Throughout Monday, Band failed to explain his decision.
As per the available records, Dalvi, through a series of notices, had been inquiring into the violations of terms of allotment of land to Salunke Vihar AWCHS. These notices were issued to the AWCHS as well as the Army Welfare Housing Organisation (AWHO).

His inquiries led him to send a report to the deputy secretary (revenue), forest department, dated August 24, 2009, wherein he asked the ministry for directions with respect to the action that should be taken by the collector in the light of the violations.

“This report initiated by the collector has been set aside by the action taken by Band,” said Lt Col (retd) VK Johar, the whistle-blower who approached DNA with the documents.

Similarly, an inquiry was initiated by the SDO, Haveli, in an order dated December 19, 2007, against the circle officer who was allegedly involved in changes in the 7/12 extract of the land. The inquiry was conducted by the current Haveli SDO, Jayashree Kataria.

Her report dated April 20, 2010, was submitted to the collector for initiation of action. Speaking to DNA, she clarified that it was an inquiry conducted as per the SDO’s directive. She was, however, unaware that the divisional commissioner had passed an order dated April 18, 2010, transferring the land to the AWCHS.

“The inquiry’s fate is uncertain, since the land has been transferred,” said Johar.
