Pimpri-Chinchwad mayor Yogesh Behl blames defence authorities

Pimpri-Chinchwad mayor Yogesh Behl has categorically refuted allegations of violation  by the civic body around the Dehu Road Ammunition Depot’s no-construction ‘Red Zone’ in Sector 22, Nigdi.

Addressing a press conference here on Wednesday, Behl justified the construction activity by stating, “There were no demarcations of 2,000 yards of ‘Red Zone’ on the Development Plans of Pimpri Chinchwad Municipal Corporation (PCMC), the Pimpri-Chinchwad New Township Development Authority (PCNTDA) and even the Maharashtra Industrial Development Corporation (MIDC) land.” He said that the defence authorities had published their gazettes after the PCMC finalised its development plans. “The defence authority did not even clarify the 2,000-yard area —  whether it was from the boundary wall of the ammunition depot or from the internal area of the depot. Even today, there are no red line markings on the PCMC’s DP for Sector 22, Nigdi. All confusion has been created by the mistake of the defence authorities.”

The PCMC mayor pointed out that in 1986, the PCNTDA had constructed Ota Scheme on the same land and in 1992 it constructed 2,309 concrete houses. “We have constructed the SRA (Slum Rehabilitation Scheme) in the same place,” he said.

Behl presented a letter to the media from a Pimpri resident, Sugnani Mahesh, who had obtained a no objection certificate (NOC) in 2007 from the Defence Estate office, Pune circle, for construction at Talwade. In that letter it was stated that Talwade did not fall in defence safety zone. The NOC was signed by defence estate officer, SR Nayyar.

Behl asked how the military could now accuse the PCMC of violating the ‘Red Zone’ when Sector 22, Nigdi, was at a greater distance from the ammunition depot as compared to Talwade. Behl accused Shiv Sena corporator Seema Savale of creating a controversy to gain publicity.
