Panel to study cessed, non-cessed buildings in Mumbai

A high-powered committee looking into cluster development has set up a sub-committee to identify the number of cessed and non-cessed buildings in the city. The move is expected to speed up the process of the large-scale cluster development.

A total of 48 cluster development proposals have been submitted till date, but in the last three years, only two, at Bhendi and Chira Bazaar, passed muster. No surprises, the cluster development policy has got lukewarm response from developers and tenants.

“They don’t have 100% tenant-resident consent. Besides, there are several issues in rule 33(9) of the cluster development policy, which urgently need to be sorted to pave the way for a fresh policy. More than 16,000 cess buildings are in a dilapidated condition in South Mumbai. We cannot wait till these collapse and then begin developing them. Instead, it is better to have a good policy that will be accepted and adopted by everyone,” suggested sources.

Satish Gavai, vice-president of Mhada and head of the newly formed sub-committee, confirmed working on resolving a few issues, like leaving a 6m open space on the two sides of a building, in the policy. “In South Mumbai, the size of the plots is quite small. It is very difficult and impractical for developers to leave a 6m space on both sides of the building.

The occupancy rate, people’s consent and the non-cess structures will be also taken into account during cluster development of that particular locality. We had a general discussion to frame the primary guidelines on Wednesday. Our new policy will be prepared on the Mumbai transformation support unit (MTSU) line. The MTSU has been working in this regard. We are expecting to have the concrete regulatory policy in the next three months,” he said.
