No foul play in appointing Mumbai university controller of exams

Majority members accept report that gave clean chit to scrutiny committee

The management council of Mumbai University on Thursday accepted a report which gave clean chit to the scrutiny committee that had examined the applications for the post of controller of examination (COE). Vilas Shinde holds post of the COE.

Two conflicting reports were placed before the committee. The members could not reach a consensus, and both reports were put to voting. The one that approved Shinde’s candidature got the majority’s nod.

The report prepared by management council members Dinesh Panjwani and Sameer Desai said that the scrutiny panel had done its job properly, and it won by a very small margin. Their report said that the scope of the fact-finding committee was limited to whether the scrutiny panel had been right in recommending the name of
Shinde as a suitable candidate for the COE post.

“Prima facie, it is observed that the scrutiny committee had rightly concluded that Shinde was a suitable candidate. It was not in the purview of the scrutiny panel to examine the authenticity of the qualifications and experience stated by the candidate from respective affiliating universities,” the report said.

“Our committee prepared the report on the basis of the facts
provided to the scrutiny committee, our interaction with members of the scrutiny panel, and also our experience with norms which colleges follow while dealing with applications for the posts of staff members,” Panjwani said.

The other report, submitted by management council member Maya Bhatkar, said that the report of the scrutiny committee “for the purpose of examining applications for the COE’s post… was improper and mala fide.”

“The MU advertisement said the qualification required was 15 years’ experience as lecturer, with eight years in the reader grade. My report clearly states that Shinde does not have the necessary qualification and experience for the COE’s post,” Bhatkar said.

“The second report was not accepted, but it will be kept in the university’s records,” acting vice-chancellor Chandra Krishnamurthy said.

The council also accepted the report on irregularities at Vidyavardhini’s College of Engineering & Technology. The report accused college principal Mohan Bhawe of harassing teaching and non-teaching staff.
