If the proposed amendments in the Maharashtra Universities Act, 1994, are accepted by the government, it would be mandatory for the government to announce the name of the new vice chancellor of a university, six weeks before the retirement of the existing one.
This was announced by former chairman of the University Grants Commission (UGC), Arun Nigvekar, while talking to the media in Pune recently.

Another suggestion is to reorganise the functions, roles, powers and memberships of Maharashtra State Commission for Higher Education and Development (MAHED). “We have proposed to make MAHED a stand-alone independent legal entity with appropriate and adequate autonomy”, he said.

Similarly, the reforms have also mentioned about the creation of Maharashtra state college recruitment board for the selection of teachers, principals and equivalent post for all those colleges affiliated to state public universities.

Another important suggestion is to create Maharashtra State Higher Information and Communication Network (MS-EDUNET).
“One of the reforms would allow students to pursue dual degrees from different universities. MAHED would design a uniform structure for various credit points for different degrees that the universities would offer,” Nigvekar said.

Colleges that have got ‘A’ or ‘B’ grades with cumulative grade point average above 2.5 in NAAC assessments will be declared as autonomous institutions by the university. They will also be considered for financial support under the ‘Colleges for potential for excellence in teaching’. This will empower the institutes to start their own degrees or diploma courses.

Different bodies for improvement of administrative and education including changes in student bodies are also being considered in the new Act. According to Nigvekar, the new amendments in the Maharashtra Universities Act will be presented during the monsoon session of the state legislature.
