Constables thrashed by CISF men in Mumbai

The constables have registered a case of attempt to murder against the 15 CISF officials, including an assistant commandant, the police said.

A scrap between officials of the Central Industrial Security Force (CISF) and Mumbai police personnel turned ugly on Friday morning when six police constables were physically assaulted by the former. The CISF officials, posted at Malet Bunder near the Mumbai Port Trust (MbPT), allegedly abducted the constables and shoved them inside their office cabin before launching into the assault.

The constables have registered a case of attempt to murder against the 15 CISF officials, including an assistant commandant, the police said.

The incident took place around 9.45am, when three traffic police constables — Pramod Tawde, Sanjay Patil and Sachin Tayde — were on duty at the traffic police post outside the Malet Bunder gate. A truck arrived at the spot from the wrong side and the constables confronted those inside.

“Assistant commandant of CISF Alok Joshi got annoyed when the constables talked of a challan. He and his juniors assaulted the constables after the argument between them got heated,” said deputy commissioner of police (port zone) Quaiser Khalid.

The traffic constables then called up the police control room. Three more constables from the Yellowgate police station arrived at the spot in their mobile van. “When our constables tried to intervene and resolve the issue, the CISF men turned even more violent,” said a police official.

The CISF personnel then dragged the constables inside their office cabin in MbPT, confined and assaulted them again. The constables then called for more help, following which another team of policemen reached there and rescued them.  

The drama lasted for more than 30 minutes, before senior police and CISF officials, including the CISF inspector general, reached the spot. The constables were then rushed to St George hospital, where they received medical treatment, police said.

The accused were booked under IPC Sections 147 (punishment for rioting), 148 (rioting, armed with deadly weapon), 332 (voluntarily causing hurt to deter public servant from his duty), 353 (assault or criminal force to deter public servant from discharge of his duty), 341 (punishment for wrongful restraint), 342 (punishment for wrongful confinement) and 364 (kidnapping or abducting in order to murder), the police said.

“The CISF personnel are there to guard the MbPT area and not to manhandle the policemen who are performing their duty. The Sewree police are in the process of recording the statements of the CISF personnel in the case. We are examining legal angle before arresting the CISF officials,” said Khalid.

Joint commissioner of police, traffic, Vivek Phansalkar, said, “It was a sad incident. The police station will investigate the case thoroughly and the law will take its course.”

Sources in the CISF said that a high level meeting was conducted by them after the incident. They have expressed regret to the police and have admitted that whatever happened from their part was wrong.

“It has been learnt that IG, CISF, has sent a report about the whole incident to the DG CISF, in New Delhi and soon they would decide on the internal disciplinary action that needs to be taken on the officials,” said a source.
