Arrested Pakistan 'spy' was on high commission’s payroll

Investigations have revealed that suspected Pakistani spy Javed Abdul Gafoor Mozawala was on the payroll of the Pakistan High Commission (PHC) and received Rs40,000 monthly for his job.

Investigations have revealed that suspected Pakistani spy Javed Abdul Gafoor Mozawala was on the payroll of the Pakistan High Commission (PHC) and received Rs40,000 monthly for his job.

“It is suspicious that a person, who lived in a small rented flat in Jogeshwari till six months back, suddenly bought a plush flat in Infinity Towers in Mazgaon. We are investigating his source of income and would also question the original flat owner,” said an officer.

Sources have also revealed that Mozawala was convinced by his cousin living in Karachi to spy for Pakistan. In return, the cousin was assured of special treatment from the Pakistani government. Mozawala was promised huge sums of money for the job, sources said.

Describing how Mozawala became a spy, an investigator said he was into the business of getting Pakistani visas and used to visit the PHC office in Delhi regularly. During his visits, he told the officials there that he had a cousin in Karachi.

“Mozawala told us that the PHC officials informed their intelligence officials about this relative. The intelligence officials then met his cousin in Karachi and indoctrinated him. They told him to convince Mozawala to spy for Pakistan,” the officer said.

The officer added that his brother then convinced Mozawala to cooperate with PHC officials in Delhi. “The PHC promised Mozawala that visa applications which came through him would be cleared. They also made Mozawala speak to his cousin over the PHC’s official telephone in Delhi. He spoke to his cousin from the PHC office more than once. PHC officials also sanctioned Mozawala’s two visits to Pakistan in 2007 and 2009. There he met senior Pakistani government officials,” the officer said.

Sources in the Mumbai Crime Branch further revealed that Mozawala was instructed by his mentors to take specific photographs of vital locations, describing breach points, the height of walls and watch towers. He had also recced and took photographs of the Air Force station in Lonavla. “We are investigating if any defence person was in touch with him,” said the officer.
