More delay in implementation of BMC's parking policy

More than 10 months after the civic improvement committee approved a proposal to implement parking policy for city, the Brihanmumbai Municipal Corporation (BMC) is yet to make it effective for want of city corporators' nod.
The policy, which aims at decongesting roads by hiking charges and encouraging off-street parking, was approved by the committee last December and was supposed to be executed the same month.

With the next general body meeting scheduled for November 17, approval for implementing the policy has been delayed again.

As highlighted by dna in a series of reports, the roads department had proposed increase in parking charges to streamline parking of vehicles across city depending on usage of lots.

The policy has not been tabled before House, apparently in view of the Lok Sabha polls conducted in April-May and, later, the assembly election held this month.

"Because BMC has recommended a hike which will pinch pockets of city motorists, corporators, who wanted to keep voters happy, were reluctant to discuss the policy in municipal House. With the assembly polls over on October 15, the proposal could have been discussed during the meeting held on October 16. But that meeting was adjourned following the demise of Shiv Sena leader Sabir Shaikh. Also, corporators being in a festive mood, the proposal is unlikely to be discussed later this week," a source in the BMC said.

When asked, additional municipal commissioner SVR Srinivas said, "It is not clear as of now when the deliberative wing will discuss the policy. But we will start implementing it as and when the House gives its nod."

The policy in short
BMC has proposed charging motorists based on business of the area where the plot falls. The areas were divided into A, B and C categories, with A being the costliest at Rs60 per hour, followed by Rs40 and Rs20 in B and C, respectively.

The policy proposes to offer cheaper services to mass transport vehicles at 50% and 30% concessional rates for taxi/rickshaw and buses, respectively.

It has, for the first time, proposed to allow residents' parking permit. In the system, residents will be allowed to park vehicles between 8pm and 8am at one-third the cost of the regular monthly pass.

BMC has proposed a fine of Rs50 for illegal street parking. Those who will park on street within 100-metre periphery of a multi-storey public lot will have to pay four times the charge one has to pay for off-street parking.
