Prime Minister Narendra Modi’s dream of providing every family a ‘pucca house’, full fledged water supply and electricity seems to be just on paper as far as Rajasthan is concerned as the government has clearly failed to achieve the targets set for  2017. The aim of Pradhan Mantri Awas Yojana Gramin was to provide the above-mentioned necessities to the needy at an ‘affordable’ price and to give shelter to each family by 2022, the year when India complete its 75 years of independence. But this dream seems far from reality. The year 2017 will be history in just three months and only five years will be left to the complete the task, which seems quite arduous for the government.

Pradhan Mantri Awas Yojna Gramin was launched with the aim of providing a roof to all poor and needy. The government every year sets target for the departments concerned. But it seems that the state ministry of rural development has failed to achieve even 20% percent of the target.

Downfall of performance in 2 years

A letter written by ACS Sudarshan Sethi to all the district collectors this September states that Rajasthan has completed only 15% of the target. What is more alarming is that 20 districts of the state did not even achive 10% percent of the target. The implementation figures have come down by 5 percent compared to last year. In the year 2016, the department had completed 20% of the target but till august this year it stood at 15%.

The poor performers

As per the data of Central government, even after allocating Rs3003.99 crore in the year 2016 and Rs2683.54 crores in the year 2017, the department could only achieve 17 percent of its target. Rajsamand, Dausa, Karauli, Bikaner, Tonk, Barmer, Jodhpur, Baran and Dungarpur figured among the worst performers with achieving just three percent of their target. The data clearly indicate the poor performance of the department and challenges PM Modi’s vision of providing homes to the underprivileged of rural Rajasthan.

Acting to these non-performance Rajendra Rathore told DNA “we are finding solution to these problems as we are sending notices to the BDOs and we are also fixing responsibilities of the officers”.

But the scheme, headed by ACS (Rural Development) Sudarshan Sethi at the functional level appears to be a flop show. In fact, Sethi has not been able to provide the required leadership at the grassroots level. A senior bureaucrat remarked that Sethi has been overrated by Raje Government, because prior to this assignment also, Sethi has been an average performer.  It is curious to know that what has inspired the state government to handover the charge of a few crucial departments to Sethi, which are very relevant and important in an election year.

Knowledgeable sources reveal that Sethi does not listen to his own Minister Rathore, who is losing his voice in his own departments.  The reason - a troubleshooter, a fairly competent  and a trusted Raje ally Rathore,who is otherwise keeping a low profile these days, actually does not want to open a new front with the bureaucracy in Jaipur and Churu. So, the present stalemate and an era of non-performance is likely to continue.
