The BJP today charged the Congress-led UPA government at the centre with being soft on terrorists and naxalites to pursue its "vote bank" politics which was fraught with dangerous consequences.

"Terrorists attacks are on increase, explosives are reaching the country in large quantity, Afzal Guru has not been hanged and secularism has come to signify appeasement of terrorists”, BJP president Nitin Gadkari said while addressing a Nyaya Rally in Shimla.

Expressing serious doubts whether Pakistani gunman Ajmal Kasab, who was recently sentenced to death by a Mumbai court, would ever be hanged, Gadkari alleged that the government was dithering on sending dreaded terrorist Afzal Guru to gallows as it feared loss of votes.

"Bartering votes with national security is dangerous and how can the government be soft on terrorist outfits like Lashkar-e-Taiba and al-Qaeda responsible for terrorist attacks across the country,” he asked.

Alleging that the country had become "unsafe and insecure" due to spurt in terrorist and Naxalite activities, the BJP chief said Naxalites were active from Pashupatinath to Tirupati but the government lacked political will to end the Naxal menace.

Saying that terrorists and criminals had no caste or religion, Gadkari said the BJP was against the terrorists and not against any religion as being propagated by the parties unwittingly espousing the cause of terrorists by giving it a communal colour.

Referring to alleged intrusions made by China along Indo-China border, Gadkari claimed that China had made encroachments on Indian Territory at 147 places and "the government was so helpless that it has only put banners, requesting Chinese to vacate the area".

Gadkari reiterated that wrong economic policies and bad governance were responsible for price rise, inflation and poverty and also accused the UPA government of discriminating against the BJP ruled states.

Alleging that the centre was discriminating against the BJP ruled state governments, he extended full support of the party against it.

"BJP with governments in nine states and 165 members in the Parliament is a big party and will not allow the Centre to discriminate against the BJP ruled states," he said.

Addressing the rally, Himachal Pradesh chief minister Prem Kumar Dhumal accused the UPA government of discriminating against the state and said withdrawal of excise duty exemption in the industrial package had made the package irrelevant.

He referred to issues like denial of royalty on power and 7.19% share in hydro projects under Bhakra Beas Management Board (BBMB), reduction in state quota of foodgrains and kerosene, injustice done by 13th Finance Commission and change in norms for recruitment in arms forces in support.

Former union minister and BJP vice president Shanta Kumar said the BJP in the hill state had been fighting against "injustice" since 1970 and its legitimate share on hydro power projects located in the state had not been given.
