Some of these police officers were rewarded with plum posts even after their retirement, the report states.
The Tehelka exposé of the report submitted by the Special Investigation Team (SIT) has not only identified police officers who refused to obey illegal orders during the 2002 riots, it has also named police officers who obeyed and were later rewarded with plum postings.
The then DGP of Gujarat, K Chakravarthi, was present at the meeting held at the chief minister's residence on February 27, 2002.
However, he categorically denied later that IPS officer Sanjeev Bhatt's was also present at the meeting. Bhatt later told the SIT that it was Chakravarthi who had insisted that he be present at the meeting.
PC Pande was the Ahmedabad police commissioner during the riots. He was made chairman of Gujarat State Police Housing Corporation after his retirement and still continues to serve there. Pande is accused of doing nothing to control the riots in the city.
MK Tandon was the joint commissioner of police, sector 2.
According to the Tehelka report, the SIT found that Tandon had deliberately ignored calls for help from Gulbarg Society and Naroda Gaon and Naroda Patiya where gruesome massacres were underway.
Instead he got bogus cases registered in other parts of Ahmedabad to justify his presence and that of the police force under him in those areas, rather than at Gulbarg and Naroda. The SIT also found that Tandon was in contact on phone with Jaideep Patel and Mayaben Kodnani — the architects of the massacres at Naroda Gaon and Naroda Patiya.
The SIT member and investigating officer of the case, AK Malhotra, has mentioned in the report that the then DCP, Zone 4, PB Gondia, had virtually run away from Naroda Patiya at 14:20 hours when the situation got out of control.
He too did not go to Gulbarg Society despite the distress calls. The SIT also found that, like Tandon, Gondia was in regular contact on phone with Kodnani and Jaideep Patel while the massacres were taking place.
According to the Tehelka exposé, the SIT has also observed in its report that the then IGP, Vadodara range Deepak Swaroop; the then secretary (Home) K Nityanandam; IPS officer Rakesh Asthana; IPS officer DG Vanzara (currently in jail for staging encounter killings); and the then ACP, DCB, GL Singhal had failed to perform their duties and had obeyed illegal instructions.
