Schooling may not begin for more than crore poor kids this year

It came as a rude shock for parents of economically weaker sections (EWS) whose wards were denied admission under the Right to Education Act, which guarantees 25% reservation in schools at entry level.

Around 1,350 schools in the national capital do not seem inclined to implement the provisions of the RTE Act. This move of the schools will have an impact on over 8 lakh students in Delhi and over 1 crore students in the country, waiting for admission to nurseries.

A few parents who have dared admit their kids to premier schools under EWS category says, “I can never think of sending my children to a private English medium school. I gave it a try due to the RTE provision, but they refused as I had gone to the school on a bike. The next day when I went with the keys of my car in hand, they readily gave me the admission form.”

The RTE law making education a fundamental right of every child in the age group of 6-14 years came into force in April last year. It makes obligatory for state governments and local bodies to ensure that every child gets education in a school in the neighbourhood.

Schools have welcomed the reservation provided for in RTE provisions, but demanded some changes in the clauses.

“Fees are main source of income for schools. If the Centre doesn’t give any subsidy for taking 25% students from weaker sections, then schools will be left with no choice but to pass the burden on to the other 75% students,” said the principal of a leading school said on condition of anonymity.

A few schools are not even accepting the forms under EWS category, while others are asking parents to submit complete set of documents, including income and domicile certificates.

Delhi chief minister Sheila Dikshit appears to have taken this seriously. “We will cancel registration of the schools which deny admission to EWS students. If necessary, we will file criminal complaints against them,” she said.

Dikshit assured that the government would soon bring out a centralised form for EWS students.
