Red, green and amber signals to rein in city hawkers

Draft on street vendor policy proposes three hawkers' zones.

Vendors who form a sizeable chunk of unorganised sector in Ahmedabad may soon get a little more organised. The Cept University's draft on city-level street vendor policy proposes to mark Ahmedabad in three type of hawkers' zone - red, green and amber.

The move assumes a lot of importance in a city like Ahmedabad which at present has no means to regulate hawkers. As the name of the zones suggests, green zone would be areas where licensed hawkers and vendors can move freely within the permitted area.
Red zone would be busy areas or roads such as BRTS corridor where vendors often add to chaos on the restricted space. Amber zone would be areas where vendors would be allowed to do business for a fixed couple of hours.   

As of now, areas like Manek Chowk witness the hustle and bustle of vendors all day. Here the concept of restriction on vendor's movement does not exist.

Head of the department of housing at Cept University, Professor Madhu Bharti, says demarcation of areas under red, green and amber Zone would organise the road activities in city.

"Marking city areas as restricted and non-restricted areas of vendors' movement is an entirely new concept for Ahmedabad. It would decongest roads where the vendors currently occupy pedestrian space, and some time even parts of the road, making it difficult for the vehicles to move," said Prof Madhu.

It is the understanding of the limitation of space available for the hawkers' zone adjoining busy city areas, that the Cept university team has proposed the idea of amber zone. Explaining the idea, Prof Madhu said such zones could be created in areas which are busy but have lots of business potential.

"In such areas, hawkers' zone will allow the vendors to do business for a fixed couple of hours in a day. This can be on lines of what Ahmedabad already has, near municipal market. Amber zone would allow citizens from nearby areas easy access to shops and the restriction on duration will also not lead to chaos on the road," said Prof Madhu.
