In view of the rising threat of terror attacks and serious organised crimes in the state, the government is planning to start specially trained 'Quick Response Teams (QRT) in every district. These teams will be fully trained to tackle terror attacks like those of 26/11 or 26/7 - some of worst terror attacks in India in the recent past.

"After the 26/7 and 26/11 attacks, the state government has seriously felt the need of highly skilled manpower, one that can respond to any kind of terror or emergency situation like hijacking, bomb explosion, among others with speed and accuracy," informed a highly place source in the state government. The source also said that the QRT will be set up in each district and the personnel will be equipped with sophisticated arms and technology.

These teams are likely to be independent units different from the existing local police QRTs consisting of elderly experienced staff. They are also likely to be linked to Anti Terrorist Squad (ATS).  "The government has also called high level meetings to make a decision on the size, form and structure of the QRTs. Crucial decisions will be taken within next few days," said the source.

Government has decided to form them from 2010 and special budget will be allocated in 2010-11. They have also started forming marine commando force and expanding the existing Chetak commando which has been trained to tackle terror attacks. Bomb detection and disposal teams equipped with latest equipments are also being set up in 13 districts.

State police has started QRT and police control room (PCR) van services in some cities.  However, these comprise police staff who lack capacity or training to tackle terror attacks or other similar crisis.
