PM should ensure proper rehabilitation for Bhopal gas victims: Prabhat Jha

Madhya Pradesh BJP president Prabhat Jha has asked prime minister Manmohan Singh to ensure that proper medical facilities and rehabilitation for the victims of the Bhopal Gas tragedy.

"It is a matter of shame for the country's political system that even after more than 25 years of the disaster we are not in a position to provide proper medical facilities and rehabilitation to gas victims," Jha said in a three-page letter written to Singh yesterday.

Jha said he was writing the letter to the PM to draw his "urgent attention" over the issue and seek necessary action in this regard.

The BJP leader said as per John Elliot of the Financial Times, late Prime Minister Rajiv Gandhi gave consent for the release and departure of Union Carbide chief Warren Anderson to the then Madhya Pradesh chief minister, Arjun Singh.

Not only did Arjun Singh violate the rule of law and constitution of India but he also gave full individual and governmental support to Anderson, he claimed. 

In 1989, the then Central government had settled all types of civil and criminal liabilities on behalf of the Bhopal gas victims without their consent, Jha wrote. 

"This raises a question on the objectivity of the whole settlement process on behalf of the Bhopal gas victims by the Central government," he said.

Recounting the events that took place soon after the disaster, Jha said that even today there was "no proper compensation and speedy, effective and equitable justice provided to the Bhopal gas victims."

In 1996, when the Congress was in power at the Centre it was in a position to constitute a time-bound special court for giving speedy natural justice to the gas victims as was done in the case of Godhra, he said.

"Why such initiative was not taken by the Congress party in this case?" he asked. 

The state BJP president said during the whole course of investigation, the CBI had played a dubious role and alleged that even today it was working under political pressure from the Congress party.

In view of the judgment given by the chief judicial magistrate on June 7, I on behalf of the people of Madhya Pradesh am requesting the prime minister to take the initiative for the extradition of Warren Anderson, he said.
