Noida gangrape: Centre seeks report from UP govt on cops' action

Taking serious note of the incident in which identity of Noida gangrape victim was revealed by police, Union Women and Child Development (WCD) ministry has sought an action taken report from UP government.

"Police officers should know that identity has to be protected as per law in certain cases. This kind of attitude by the police is very dangerous," Minister of State for Women and Chied Development (Independent charge) Krishna Tirath said while referring to the Noida gangrape case.

The minister also took an exception to other remarks made by the Noida police in the case.

"The police say that the victim had voluntarily consumed alcohol (before she was allegedly gangraped). It is wrong to say such things about anyone," Tirath said.

Tirath said that she had directed her ministry to write to the UP government about the need to sensitise police officers about how to handle cases related to crimes against women. Tirath added that her ministry planned to write such letters to all state governments.

In the WCD ministry letter to the UP government, Additional Secretary Sudhir Kumar has apprised the state Chief Secretary Anoop Mishra that the incident was "all the more unfortunate as the identity has been disclosed by those who are themselves responsible for enforcing the law."

In the letter, Kumar has told Mishra that the Noida police is "alleged to have revealed the identification details of a girl, who was gangraped."

"Section 228 A of IPC prohibits disclosure of the identity of the victims of certain offences, including rape," the letter said.

Kumar further wrote in the letter that Section 21 of the Juvenile Justice (Care and Protection of Children) Act 2000 prohibited the publication of name of identity of a child in need of care and protection.

The victim in the Noida gangrape case is a girl below 18 years of age to whom the Juvenile Justice Act also applies, the ministry noted.

"I would be grateful for an early report on the action taken by you in this regard," the WCD Additional Secretary has written in his letter to the UP government.

The incident, whose handling has made the WCD ministry see red, occurred on Friday evening when a 17-year-old girl was allegedly gangraped by five men in a moving car.
