Gupta is not alone. Many like him are at the receiving end of Mayawati’s wrath, which has come to acquire legendary status amongst the state’s bureaucracy.

Mayawati has been taking the officials by surprise. The first day, Kushinagar was not on her flight plan but she insisted on landing there. The next day, she paid a similarly surprise visit to Agra which found no mention in her original itinerary.
