Prime Minister Manmohan Singh will address a convention of Congress workers of Bundelkhand region at Bina on May 20, State Congress President Kantilal Bhuria said.

"The prime minister will address a convention of Congress workers of Bundelkhand region on May 20 at Bina," Bhuria told reporters here.

Singh is arriving at Bina on May 20 to dedicate Bharat Oman Refineries Limited (BORL), promoted by Bharat Petroleum Corporation Limited (BPCL), with equity participation from Oman Oil Company Limited (OOCL).

Established at the cost of Rs11,397 crore, the refinery has the capacity to produce six million tonnes of petroleum products. For supplying crude oil to the refinery from the Central Asian countries, a 935km long pipeline from Gujarat's Vadinar to Bina has been laid.

Holding the rally at Bina is politically significant as the town is situated in Sagar district of the backward Bundelkhand region of the state, and the issue of its backwardness had been raised by Congress general secretary Rahul Gandhi in the past.

Bhuria said that on the intervention of Rahul only, the prime minister had sanctioned a special package of Rs7,266 crore for the development of Bundelkhand region.

Besides Bhuria, party general secretaries, Digvijay Singh and BK Hariprasad, union ministers from the state, Kamal Nath, Jyotiraditya Scindia and Arun Yadav, former State President, Suresh Pachouri and Leader of Opposition in the state, Ajay Singh, among others will also attend the meet.

Six districts--Sagar, Damoh, Tikamgarh, Chattarpur, Panna and Datia --of Madhya Pradesh are part of the backward Bundelkhand region which is spread up to Uttar Pradesh.

Efforts will be made to make people and the party workers aware about the developmental works to be accomplished with this special package for removing backwardness of the region, Bhuria said.

The Congressmen will also apprise Singh about the massive corruption and scams being taking place in Madhya Pradesh during the convention, he said.

To a question on constituting the new State Congress Committee in the state, Bhuria said that consultations are going on in this regard and it will be announced soon.

When asked about the demand of separate statehood for Bundelkhand region, he said that there was no such proposal, adding that the priority of the Congress is to ensure development of the area.

When asked about the party's principle of 'one-man-one-post' in context with him holding a post as the union minister of state for tribal welfare, Bhuria said it was up to the party high command as she only assigned him the dual responsibility at present.

Bhuria also alleged that the ruling party has rigged the local bodies elections in nearby Mandideep town to defeat the Congress and the party will complaint to governor, Rameshwar Thakur, in this regard besides raising the issue with the state Election Commission.
