Sibal said no party has the power to remove her from the top office of Chief Minister .
Defending Delhi Chief Minister Sheila Dikshit amid rising clamour for her resignation after she was named in the CAG report on Commonwealth Games, Union HRD Minister Kapil Sibal tonight said no party has the power to remove her from the top office.
"No party has the power to remove Sheila Dikshit from Chief Ministership. They can show black flags but she will come out cleaner," he said after laying the foundation stone of Chandni Chowk Road Redevelopment Project here.
The function saw the BJP leadership in MCD -- Mayor Rajni Abbi and Leader of House Subhash Arya -- boycotting it while some party activists staged a protest against the Chief Minister before the function began.
Addressing the function, Sibal thanked the Delhi Government for allocating Rs 45 crore for Chandni Chowk redevelopment project.
He said that he thought of the plan to redevelop Chandni Chowk in 2004 when he was elected from the area as Member of Parliament.
"The whole purpose behind the redevelopment plan was that the area should look beautiful. The tourists come and see the beautiful footpaths and escatic look besides tehzeeb and culture of the area in the walled city," he said.
Dikshit said that during the implementation of the project, it should be taken care that people do not have to face much problems. She also instructed that the project should be completed within one and a half a year.
"The way the plan has been conceptualized, Chandni Chowk will look beautiful and get its original shape," she said.
Municipal Commissioner KS Mehra said that the MCD has been striving hard to bring back the historic pride of Chandni Chowk.
"However, the big challenge before the civic body was how to bring back its glory without complete alteration, obstacles, and problems to the people of the area," Mehra said.
As part of the project, Mehra said, the road from Lal Quila to Fatehpuri Mosque will be redeveloped.
"After that, the link roads that include Khari Bawli, HC Sen Marg, Asplanade Road and Diwan Hall road will be strengthened. In the second phase, the other important link roads such as Nai Sadak, Naya Bazar, Lal Kuan, Chawri Bazar and Matia Mahal will be taken up for strengthening," he said.
Mehra said that the utmost priority in the first phase would be to get rid of frequent problems such as traffic jams and crowding.
It would also be ensured that in the traffic plan for the area, the dedicated eco-friendly public mode of transportation is included.
The Commissioner said that there is also a plan to have a 15 metre footpath at Gurudwara side and 6-7 metre footpath on opposite side. There is also a proposal of two way lane of 8.5 metre width which will accommodate the movement of cycle rickshaws.
He said the project would enable tourists coming to the area to have a view of historic monuments as well as shop freely.
"However, motorized vehicles will not be allowed except school buses in the morning and afternoon. Besides, emergency and police vehicles would also be allowed," he said.
Mehra said there would also be dedicated lanes for cycle rickshaws.
As part of the project, the BSES has carried out the survey for making overhead electrical cables under ground.
The Delhi Jal Board has been asked to complete the pending work of changing water and sewer lines on main Chandni Chowk raod, he added.
