Ahmedabad collectorate plans system where records needed for applications will be collected by it from government agencies.
Soon, you will just have to submit an application for converting agriculture land to non-agriculture (NA). The Ahmedabad district collectorate plans to implement a system in which all land records and land-related documents from various government agencies will be procured by the collectorate and not the applicant. A time period will also be fixed for entry of revised details into land ownership documents. These two decisions aim at speeding the process and checking corruption.
A land owner needs to obtain various land ownership documents form 7/12 and form 6 describing the ownership of land and change in ownership of land from time to time, along with other documents, from municipal corporation or urban development authority. “Delay on part of agencies in releasing documents leads to doubts related to corruption. We want to plug the loopholes in the system,” said Vijay Nehra, district collector, Ahmedabad.
He said that the land ownership documents remain with the government agencies. So whenever the documents are required by the collectorate, the agencies will have to act fast and the whole process can be expedited, said Nehra. However, the owner will have to visit the collectorate in person to file the application and also obtain NA certificate.
Ahmedabad collectorate has already announced adopting a transparent system for conversion of land from agriculture purpose to non-agriculture (NA) purpose. Files will be cleared on first-come-first-served basis. The move aims at removing agents from the system and improving the image of the collectorate in the eyes of people. Moreover, applicants will not be allowed to approach branch offices.
‘Open House’ for clearing files converting agriculture land to non-agriculture purpose will be organised, where around 60 files are likely to be cleared on a single day.
Similarly, the collectorate has fixed a time limit for recording entry into land ownership documents. When land ownership changes hands, the new owner must get his/her name on land record. The collector has fixed three months time limit for entry into land ownership record, in case there is no objection received from any stakeholder.
“In case the circle officer does not complete process of entry into land ownership document, the mamlatdar will clear the file and also have to mention what actions are taken against the circle officer for delay,” said Nehra. In case the mamlatdar fails to clear file in three more months, the file will reach the prant officer and the latter will take action against the former for delay.
