A 34-year-old PhD scholar of the Indian Institute of Technology (IIT) Delhi, who was arrested for the murder of a teenager from Manipur, is a  “pervert” and suffers from obsessive compulsive disorder, Delhi police said on Monday.

“Pushpum Sinha is suffering from obsessive compulsive disorder. Some articles showing his pervert and maniacal nature have been recovered from his room,” DCP (south) HGS Dhaliwal said.

Sinha was arrested late on Monday after four hours of intense questioning. The police said Sinha had confessed to strangulating

19-year-old Ramchanphy Hongray in her Munirka home in south Delhi. He then burnt the girl’s face to mislead the police into thinking she got killed in an accidental fire. The police have ruled out rape.

Sinha was remanded to a day’s police custody by a Delhi court on Monday. The court asked the police to produce him before it on Tuesday.

The victim had come to the capital a month ago and was staying with her sister.
Sinha is a resident of Patna, Bihar. His father is an aeronautical engineer who retired from Hindustan Aeronautical Limited as a deputy director. His mother is a doctor who used to work in a government hospital in Bihar.

“Sinha had proposed to Hongray, but she spurned his advances. On Saturday at 4.30 pm, he found her alone in her house. He entered the kitchen where she was and caught hold of her hand. When she protested, he got scared and strangled her,” Dhaliwal said. After the murder, Sinha burnt Hongray’s face and upper torso on the stove to make it look like an accident. “Hongrays’s sister Timila told us that Sinha used to come over to their flat without invitation,” Dhaliwal said.

A search of Sinha’s room, which is one floor below the girl’s accommodation, revealed graffiti on the walls which proved that he was suffering from OCD.
