HC notice to government on constables’ plea

Acting on a writ petition filed by 11 police constables, Gujarat High Court has issued notices to the state government, director-general of police and Ahmedabad police commissioner. The petitioners prayed to the court that they should be allowed to take the special competitive exam to be held for appointment to the posts of police sub inspector (PSI).

Justice MR Shah, while issuing the notices, fixed further hearing on the matter to June 17. This petition will then be heard along with two other petitions filed over a similar issue.

The constables approached the high court after they were refused examination forms during a recent recruitment drive for posts of PSI.
Petitioner Jagdish Zala and 10 other constables submitted through their advocate AM Parekh that they have been serving as unarmed police constables in the police department for more than 12 years and  they all have been granted the pay scale of the post of head constable on completion of nine years of service. They also submitted that they had won prizes and cash rewards for their good performance.

The departmental rules say that a person working as a head constable for three years can appear in the special competitive exam for PSI post. But there are limited opportunities of promotion to the post of head constable and that is why constables are deprived of  the opportunity to test their skill for promotion to PSI post, they submitted.

The petitioners claimed that there are no fixed criteria maintained for promotion from constable to head constable across Gujarat. In some districts and commissionerates, constables get promotion early while in some other places they have to wait for years. Hundreds of constables are victims of such a policy, they cited.
