Gujarat civic body awaits proper administrative setup

Simple majority is why the Congress got to pocket the Gandhinagar Municipal Corporation (GMC). However, things may not be so 'simple' for the party at the helm of the GMC as the corporation's administration system is not in place yet.

Although the GMC was formed on March 20, 2010 as per the high court's order, fast-forward a year and a system for administration is absent and recruitment of employees in various capacities is pending.

The freshly elected names shall be published in the government
gazette next week and the first general body meeting will be convened within a month. "We will conduct the first meeting as early as possible," said a GMC official. However, since the administrative set up is non-existent, the newly elected body will have little, if not nothing, to do.

The GMC has only two class I and II employees each.

It has 24 class III and 90 class IV employees.

Being a notified area, the state government takes care of water supply, drainage facility, roads, transport, primary education and health facilities. It is still not clear which departments will be given to the GMC. The decision is likely to be taken after the elected wing takes charge, said a GMC official.

"We asked the state government to provide more manpower as we are short of human resources," said a GMC official.
The state government has appointed deputy collector CR Kharsan, former COO of the notified area, as the municipal commissioner of the GMC. Since Gandhinagar was a notified area, people did not have to pay property tax until now, but the establishment of GMC will usher in the same.

The Congress blamed the BJP ruled state government for the administration mess. "The BJP knew that they will not be able to win the GMC elections, so they did not create a proper platform," said Vikramsinh Khachr, president of Gandhinagar City Congress.
However, the urban development minister Nitin Patel rebuffed the charges saying that the recruitment of employees was not the state government's work. "The municipal corporation has to recruit people as per their needs," said Patel.
