GPSC to recruit over 100 deputy collectors

The Gujarat government has finally woken up to the fact of depleting work force and as a fire fighting measure ordered the Gujarat Public Service Commission to recruit deputy collectors. The commission, which is initiating the recruitment process after a gap of more than 12 years, is expected to recruit 112 officers.

However, given its track record, it may well take more than five years before the appointed deputy collectors can really join office.

The move is important as the selected people would form part of the Gujarat Administrative Services (GAS) cadre and later be eligible for nomination into state’s IAS cadre. In addition, these recruited officers will also hold positions like deputy secretary and higher even as part of GAS cadre eventually. As of now, the strength of GAS cadre is around 430, and there is dire need to add more officers.

Sources say the GPSC is likely to get the process rolling in a couple of months and lakhs of candidates from across the state apply for these positions. Though these recruitments must take place on a yearly basis as in most other states, the state
government has been quite inconsistent in sending its requirement to the
commission.

“Such lump sum addition to the cadre brings down the standard of the workforce,” a senior government official said, also adding that serious aspirants for state civil services cannot aim at these ‘recruitment drives’.

“The process of recruitment may or may not take place in the duration when these candidates are actually eligible age wise for the process. In addition, the whole process may take as long as five years to complete,” he said.

The official cited the case of DySP and mamlatdar selection process which had started in October 2004 but interviews for which are still pending.  

On the other hand, the GAS association office-bearers have been ruing the cadre mismanagement. Recently, the state government had added four salary slabs for GAS officers. Earlier, there were only two, however, posting are yet to be given according to the new slabs, a state civil services official added.

The official also claimed that now nomination into IAS takes twice (up to 20 years of services) as long as it used to take a decade back or so.
