As operations against Naxals continue, Government has framed new rules for transportation of arms, ammunitions and explosives through areas affected by Left-wing extremism.
    
According to the new standard operating procedures introduced by the Union Home Ministry, all wagons or vehicles carrying explosives and munitions from one state to the other through naxal infested areas should be provided complete security by state police forces, a top security official said.

"The explosive-laden vehicle will be escorted by state police forces when it travels intra or inter-state," CISF director General NR Das said here.

Also the explosive materials will be transported during day-time only under high security and after conducting proper checks on the route.

Moreover, mines in such areas, which keep a large quantity of explosives, have been asked to decrease their stock.

They have also been directed to stock the explosives at a single place so that it can be provided better security, the official said.

The steps were taken in the wake of the Naxal strike at NALCO bauxite mines in Damanjodi, Orissa on April 12 last year that left 10 CISF personnel dead. The Maoists had attempted to loot explosives and a huge magazine chest.

CISF currently has about 20,000 of its personnel protecting critical infrastructure in Naxal infested areas.
   
Naxals have repeatedly targeted mines and police camps in order to loot weapons and explosives.
   
Intelligence reports suggest that Naxals, who mainly arm themselves with country-made weapons, are dependent on mining stocks for explosives.

Moreover, the AK47s and other lethal assault rifles used by top Naxal leaders are mostly those looted from security personnel.
