Government to fast-track decision-making process through time frame

As per the guidelines, the ministries and departments have been asked to finalise and communicate their response on a draft note to the ministry.

With prime minister Manmohan Singh directing that 'business as usual won't do', government has embarked on a series of measures to bring decision-making process on the fast track by stipulating time frames to complete procedures.
       
As per the guidelines, the ministries and departments have been asked to finalise and communicate their response on a draft note to the ministry which has mooted the proposal within 15 days if there are no financial implications.
       
In cases where there are financial implications, the time limit for finalisation and forwarding comments has been fixed four weeks.
       
The cabinet secretariat has told the ministries and departments that if the comments/concurrence of the consulted ministries were not received within the prescribed time limit, the sponsoring ministries should bring the fact to the notice of the secretary concerned and wait for one more week.
       
In rare cases, where any of the ministries or departments consider that the issue under consideration are complex and further time is required by them to analyse the proposal, they should appropriately request the secretary of the sponsoring ministry for additional time.
       
However, the total time available for finalisation of comments even in these cases will, in no case, exceed six weeks.      

Likewise, the cabinet secretariat has asked the committee of secretaries or any appraising bodies to dispose of proposals required to be placed with high powered committee and bodies concerned within four weeks.
       
Similarly, the ministries and departments have been asked to put in place a system under which the status of pending proposals for consideration by various appraising bodies would be reviewed on a fortnightly basis.

In order to ensure expeditious decision-making, it has been decided with the approval of the prime minister to specify the time-frames for completion of inter-ministerial
consultations, disposal of cases by the appraising bodies and submission of notes for consideration of the cabinet and other cabinet committees, the guidelines said.
      
Soon after becoming prime minister for the second time after the last Lok Sabha elections, Singh had sent out the message that business as usual will not do as the expectations of the people have gone up in the second tenure of the UPA.
