Goa home ministry takes exception to blast report submission

Officials in the ministry confirmed that the state chief secretary has taken 'strong cognisance' of police department's act of bypassing the National Investigation Agency (NIA).

Goa home ministry has taken strong exception to the state police department bypassing the National Investigation Agency (NIA) by submitting the Margao bomb blast report directly to the Union ministry of home affairs.

Officials in the home ministry confirmed that the state chief secretary Sanjay Srivastava has taken "strong cognisance" of police department's act of bypassing NIA, a federal agency approved by government of India to combat terror in the country.

Goa police's Special Investigation Team (SIT) is investigating the case of Margao bomb blast which had killed two people and also spotted another bomb at Sancoale village. The state police had submitted the report on the blast to MHA even though they are supposed to forward it to NIA.

"Section 4 of the NIA rule clearly says that whenever such incident (bomb blast) occurs they should be informed. And section 6 says that state government has to forward the case details to NIA immediately after it happens," Srivastava said. He added that the agency has asked state police to send detailed report to them.

"The discontent was strongly expressed in the meeting of home ministry officials and chief secretary. The home secretary will soon write a strong worded letter to director general of police BS Bassi seeking explanation," a senior official said. 

The agency was formed after the 26/11 terror attacks in Mumbai as a need for a central agency to combat terrorism was realised. The NIA Bill 2008 was passed in Parliament in December last year.

On October 16, a blast rocked south Goa's Margao city where in two activists of Right Wing Hindu organisation, Sanatan Sanstha, died after being seriously injured.

Police had confirmed that both were carrying explosives that went-off before it could be planted at the crowded spot.The subsequent investigation in the case had zeroed in on four more accused, all related to the Sanstha and are under police custody. All the four accused are booked for hatching a serial bomb blast conspiracy in the state.
