Funds for UP not reaching intended beneficiaries: Rahul Gandhi

The Congress leader said that the Centre gave packages of several crore rupees to the state under various development schemes including MNREGS and prime minister Rural Road scheme.

Congress general secretary Rahul Gandhi today rejected BSP's allegation of double standards on development and claimed maximum funds were being allocated to Uttar Pradesh but not reaching the intended beneficiaries.

"Though the Congress is not in power in UP, but the UPA government is allocating maximum funds to the state for developmental work as compared to other states," Rahul, who is
on a two-day tour to his parliamentary constituency Amethi,
said during a meeting with party workers.

However, the state is not getting advantage of this fund allocation, he added.

The Congress leader said that the Centre gave packages of several crore rupees to the state under various development schemes including MNREGS and prime minister Rural Road scheme.

"But the state government has failed to utilise the fund properly. While people are not getting benefit of these schemes, funds are being siphoned off," he said. 

Gandhi said that other than various developmental projects, the prime minister had sanctioned a special package of several thousand crore rupees for Bundelkhand region.

"Other than money for development of districts, the UPA government has also allocated funds for upliftment of poor and backwards. 

Unfortunately this money is not reaching the real beneficiaries," Rahul said. 

Referring to the district monitoring and vigilance committee meeting held in Sultanpur yesterday, Gandhi said that till now only Congress was complaining about irregularities in MNREGS, but during meeting people from all political parties admitted to shortcomings in the implementation of the scheme.

"To ensure that MNREGS is implemented properly and people benefit from this, Congress workers should visit each and every village and get their job cards prepared and ensure that they get work," he said.

On party workers query regarding Congress Mission 2012, Rahul said that his task was not limited to state assembly election scheduled in 2012 only. 

"My priority is to change the shape of the politics that had been dominating UP in the last two decades and is not centred around elections only," he said.

Urging the party workers to strengthen the organisational structure and work for mission UP, Gandh said with activists becoming more active the situation has improved.

The Congress can strengthen its position in the state, if the party workers continue to work actively like they have done in Amethi and Rae Bareli, he said.
