Even as the UPA government pulled every string to woo Muslim electorate in Uttar Pradesh raining sops to buy political fortunes for the Congress general secretary Rahul Gandhi, ironically in Delhi it has clipped the wings of the quasi judicial National Commission for Minorities Educational Institutions [NCMEI].

The cold war brewing between the ministry of human resources development [HRD] and the Commission came out in open through a government notification issued on February 23, divesting the latter’s chairman justice SA Siddiqui’s administrative and financial powers.

Sources at the commission said they had been at the receiving end of the government since last February when they declared central university Jamia Millia Islamia, a minority educational institute. This paved way for the university to reserve 50% seats for the minorities.

Congress MP and chairman of National Commission for Scheduled Castes, PL Punia,  had even approached Delhi High Court challenging the decision. But the High Court rejected his plea.

According to the notification, chairman’s financial and administrative powers have been passed to registrar Raj Singh. The officer was appointed in May last after the ministry created a special post of registrar to keep tabs on the commission.

“The officer with the ministry backing has been at loggerheads with the commission, so much so few months ago, chairman and other members had jointly petitioned HRD [Human Resource Development] minister Kapil Sibal to remove Singh, who has been interfering and putting spokes in the commission’s working,” a commission official told DNA.

Other members Mahinder Singh and C Thomas had also approached the minister seeking removal of this official, after him and the chairman.

Instead of acting against the officer, the government has granted him full powers.

The chairman has been divested of appointing, suspending, promoting or even instituting enquiry against any official, who will now reported directly to the Registrar.
