Delhi high court tells tongawallahs to approach MCD to save their business

    The Delhi high court today directed tonga owners, agitating against the phasing out of horse-drawn carriages from the walled city of Delhi, to submit a representation to the Municipal Corporation of Delhi (MCD) within a week to seek relocation.

    Justice Rajiv Sahai Endlaw asked the civic agency to consider their demands within 15 days of submission of the representation under the national vending policy of the MCD.

    In addition, the court said that in case the tongawallahs did not agree to shift to the new place allotted to them for business, the MCD could take appropriate action against them.

    With this direction, the court disposed of a petition filed by six tonga owners seeking a direction to the MCD to relocate them.

    Counsel for the petitioners submitted that their business would suffer in the area allotted to them in Shastri Park in Northeast Delhi as only people in the walled city use tongas and the space allotted at the new site was far less than at the original site.

    Countering the arguments of the petitioners, counsel for the MCD said there were 132 licensed tonga owners in the city and the agency offered them licences to drive autorickshaws instead of tongas for their livelihood, but they declined the offer.

    The tonga owners have also been protesting against the demolition of a horse stable by the MCD.

    They demanded that tongas be allowed to ply in the old city and they be given space to keep their horses.

    They claimed that instead of providing concrete tehbazari sites equipped with public amenities as promised, the MCD had just put up a concrete platform-like structure and asked them to create whatever else they required.
