New Delhi: Congress today welcomed prime minister Manmohan Singh's statement that there would be no headway in talks with Pakistan till it brings effective control of terror groups operating in that country.

"We welcome it...The PM has reiterated the stand of the Government of India. Talks with Pakistan would be meaningful only if it destroys the network of terror in the country," party spokesman Shakeel Ahmed said.

He said without "visible action against terror on ground" a dialogue with Pakistan would not yield desirable result.

Ahmed said the party also held that an atmosphere had to be created by Pakistan in which negotiations can be fruitful.

Singh said in Srinagar that there were no pre-conditions for talks with Pakistan but they cannot make headway unless there is "effective control" of the terror groups operating in that country.
