Terming the crisis in Jammu and Kashmir as the result of a conspiracy hatched by Pakistan, senior BJP leader Murli Manohar Joshi today accused the Union government of lacking a concrete policy to deal with the issue.

"What is happening in Kashmir is being guided by the neighbouring country in which foreign players are taking keen
interest while the central government appears to be in a
state of dilemma," former BJP president and party MP Murli
Manohar Joshi told newspersons here.

"The ongoing violence in the Kashmir valley is not related to either law and order or development but is instead an issue related to separatism and terrorism and it is essential to understand the design of the forces behind it," Joshi said.

Charging prime minister Manmohan Singh, home minister P
Chidambaram and external affairs minister SM Krishna of speaking in different voices over the issue, he said it showed
that the Centre lacked a concrete policy on it.

Claiming that the then NDA government had taken a written undertaking from Pakistan that it would not allow its land to
be used for spreading terrorism, Joshi said prime minister
Manmohan Singh diluted the entire matter by stating that
Pakistan itself was a victim of terrorism.
