While the Gujarat government is aiming to make the state a global business hub, it seems the state government is not very keen on providing a space to the institutes proposed by the Union government. A recent development revealed that the Union Ministry of Home Affairs (MHA) is mulling over changing its plans to set up a Central Detective Training School (CDTS) in Gujarat.

The state government’s ‘possible’ reluctance to offer the land for free of cost is the reason being cited for this. However, the state government has made it very clear that Gujarat has already offered the land to the union government and no final decisions have been taken in the issue so far.

Sources in the MHA said that it is a project of the MHA to set up two more CDTS in the country. “CDTS is the institute where the police personnels from different states and other uniform forces get trained. We are already having three CDTS at Kolkata, Hyderabad and Chandigarh. We also train officials from other neighbouring countries like Bhutan, Bangladesh, Sri Lanka etc,” said sources requesting anonymity.

Over the period of time, the demand for specialised training has increased and MHA has decided to set up two new CDTS in UP and Gujarat. The officer further said, “Initially, we had planned to set up one school in Lucknow and another one in Gujarat, but the UP government doesn’t have 10 acres of land needed for the institute in Lucknow. We will be setting up the institute in Ghaziabad on the available MHA land in UP. In Gujarat, we had been offered 10 acres of land at Rs28 crore initially, which has been reduced to Rs22 crore.”

Sources added, “Generally it is observed that if any central institution is planning to set its base in any state; the states are more than happy to have them and also provide land free of cost.

Last year, Madhya Pradesh had provided 400 acres of land for free for setting up Central Academy of Police Training. In Gujarat, we are facing different situation. However, Rs22 crore is very big for 10 acres of land. So we are considering moving to other states for setting up the school.”

However, highly placed sources in the state home department said, “We have offered the land for the detective school, but no final decisions have been taken in the issue.”
