Cabinet nod for Andhra Pradesh Public property Bill

The proposed legislation will enable the government to recover damages on account of burning or damaging public property, both movable and immovable, belonging to the state government.

The Andhra Pradesh cabinet today gave its nod to the Andhra Pradesh Public Property (Prevention of Damages and Recovery of Losses) Bill 2009, which enables government to recover damages from organisations and individuals if they damage public property.

"The Union ministry of home affairs has already given its consent to the proposed Bill," a senior minister from the Cabinet said after it met here today under the Chairmanship of chief minister K Rosaiah.

The proposed legislation will enable the government to recover damages on account of burning or damaging public property, both movable and immovable, belonging to the state government, public sector undertakings as well as the local bodies.

"A lot of damage is being caused to public properties, particularly state road transport corporation buses, whenever there is an agitation or strike. APSRTC has been incurring heavy losses due to burning of buses during riots and other law and order situations," the minister said.

As the Central legislation -- Prevention of Damage to Public Property Act, 1984 -- provided only for penal action, the AP government decided to enact a specific legislation making criminal provisions for recovery of losses as well.

The proposed Bill is expected to be tabled in the winter session of state Legislature to be held next month, the minister added. Meanwhile, chief minister K Rosaiah would review the implementation of tribal welfare schemes in the agency areas with Collectors and officials in Visakhapatnam on November 26.

A draft Tribal Empowerment Policy would also be discussed with the officials and elected representatives from the agency areas in West Godavari, East Godavari, Visakhapatnam, Vizianagaram and Srikakulam districts of the state.

A similar review meeting covering the Integrated Tribal Development Agencies in Rayalaseema and Telangana regions would be held next month.
