Babus’ report card mirrors loopholes in grassroots admin

Most complaints relate to staff’s inactiveness at the taluka-level.

Many serious loopholes in the state’s district and taluka-level administration have been revealed in a report of the one-day-one-district (ODOD) programme, an effort initiated by chief minister Narendra Modi by directly involving the state’s top IAS officers to take stock of district/taluka-level administration.

Source close to Modi said that, “A review report of ODOD and taluka visits of 61 IAS officers of secretary rank has revealed many serious loopholes in the state’s district and taluka administration. This is based on first-hand complaints received by these officers during their visits.”

The report says from the total complaints received by the officers, 33.40% were about inactiveness and engagement of district/taluka administration in non-productive work, 32% complaints were about demand of better services and new infrastructure facilities in the area, 28.65% were complaints regarding better execution of the existing work while only 3% complaints were regarding corruption.  And 2.18% of all the complaints were actually suggestions for taking innovative steps.

The report further says the maximum number of complaints received were regarding panchayat, rural housing and rural development, revenue department and education department.

Next in line were health and family welfare department, urban development department, Narmada, water resources, water supply and Kalpasar department, road and building department, agriculture department, energy and petrochemicals department, and home department.’’

Sources further said, “The report concluded that at the district/taluka level, major issues like demand for infrastructural development, lack of facilities in district administration, lack of motivation and enthusiasm in district/taluka staff, and demand for creation of more talukas were not noticed. The chief minister and state cabinet have reviewed the report once and are likely to review it with more inputs very soon.’’
