The Supreme Court on Monday issued notice to the Chhattisgarh high court registry on a PIL alleging irregularities in the conduct of civil judges exam-2008 to favour candidates related to judges, bureaucrats and politicians.

A bench of justices RM Lodha and HL Gokhale asked the authorities why a probe as sought by the Centre for Public Interest Litigation (CPIL) shouldn’t be ordered.

The notice has been issued to the state government, the registrar general of the high court and the Union law ministry.

CPIL’s counsel Prashant Bhushan highlighted irregularities in the conduct of civil judges examination conducted by the HC in 2008.

A “number of relatives and associates of sitting judges, bureaucrats and politicians’’ have been selected by “employing fraudulent means such as manipulations of answer sheets and irregularities in the evaluation of answer sheets’’, Bhushan said.

He said an enquiry is imperative to maintain the integrity of judiciary and to strengthen the faith of people in the judicial system.

He argued that the answer sheets of the two successful candidates, Vibha Pandey and Abhishek Sharma, who are the children of state’s legal secretary Radhey Shyam Sharma, indicate that the marks have been awarded to them only in numerals, and not in words. The rules specify that marks must be written in words.

Pandey had also worked as junior to Justice Dhirendera Mishra, chairman of the Civil Judges Examination Committee that conducted the exams four years ago.

The scandal surfaced through an RTI query made by an unsuccessful candidate Rashmi Nanda, a gold medalist. “Since the entire selection process is vitiated by favouritism and malafide’’, the PIL said an independent probe must be ordered.
