Ahmedabad Municipal Corporation may relax norms for party plots

The standing committee of the AMC has proposed to relax the present norms stipulated in the General Development Control Regulation (GDCR), vis-à-vis party plots.

A couple of weeks after the Ahmedabad Municipal Corporation (AMC) sealed 154 out of the city's 177 party plots that flouted norms, here comes news that will help at least some of the owners breathe easy. The standing committee of the AMC has proposed to relax the present norms stipulated in the General Development Control Regulation (GDCR), vis-à-vis party plots.

In the wake of the Gujarat high court's order regarding illegal constructions in the city, the civic body had initiated action against the same, and party plots were the first casualty. A majority of the party plots in the city were found to be falling short of adherence to GDCR norms, and so, more than 154 party plots were sealed by the civic body in various zones of the city, over three days.

As per present GDCR norms, party plots can be constructed only on 18 metre-wide roads. Moreover, around 50% of the plot's area must be reserved for parking. A majority of city plots though, do not follow these norms.

AMC's standing committee, during their meeting on Thursday, passed a resolution requesting the state government to change the norms of the GDCR and make them more people-friendly. The committee has suggested that party plots located on 12 metre roads also be approved. Moreover, the committee suggests that even a 30% space allocation to parking, in place of the stipulated 50%, be allowed.

With no such norms in existence earlier, many people had converted their open spaces into party plots. Now, because of the GDCR, they have landed in a soup, said Asit Vora, chairman of AMC's standing committee. “When the state government modifies the GDCR and allows party plots to operate even on 12 metre wide roads, many present party plots will be able to get their plans approved,” said Vora. Moreover, party plot owners will also be able to build multi-level parking facilities to accommodate more vehicles during marriages and other celebrations.

It should be noted that party plots owners and related business associations were talking tough over the civic body's decision to seal the party plots. Interestingly, there are seven party plots owned by the AMC, none of which follow the GDCR. Yet, these have not been sealed by the civic body. “We will find some way out, as far as AMC-owned party plots are concerned,” said Vora.

Besides, the civic body will also develop its own party plots. Vora said that the AMC is considering developing more party plots.
