After assembly polls, EC draws plans for other major elections

As curtains come down on five assembly elections, Election Commission is drawing plans for other major events of 2012, the presidential and vice-presidential elections. President Pratibha Patil completes her five-year term on July 25.

The EC is planning to issue notification for presidential elections on June 16 after moving the Rashtrapati Bhavan for permission to commence the election process.

Sources in the Commission say, a tentative date June 19 has been fixed as voting day and the process shall be completed by July 21, four days ahead of president completing her term. Soon after, the Commission will begin process of election of next vice-president.

Rajya Sabha secretary general VK Agnihotri will supervise elections as the returning officer, as last time, in 2007, it was turn of the then Lok Sabha secretary general. Agnihotri will be assisted by two deputy returning officers, one each from the Lok Sabha and the Rajya Sabha. In the midst of the presidential election process, interestingly, chief election commissioner SY Qurashi will retire.

As per the tentative calendar, the last date for making nominations will be June 30 and the scrutiny will take place on July 2.

Withdrawals will be allowed up to July 4, a Wednesday, and polling, if necessary, on July 19, a Thursday. In case of polling, the counting will be on July 21.

The law contemplates notification for election of the president at least 60 days, or as soon as convenient, before expiry of the term of the office of the outgoing president. Pratibha Patil was sworn in on July 25, 2007 and as such she completes her term on July 25, 2012.

The results of five assembly elections will not only decide the political future of Congress general secretary Rahul Gandhi, but also decide the course of presidential and vice-presidential elections.

The electoral college for the election of the president is the elected members of the Lok Sabha, the Rajya Sabha and the Legislative assemblies of all states. Uttar Pradesh accounts largest number 83,824 votes in the electoral college of 10,98,882.

West Bengal chief minister Mamata Banerjee controls 45,640 votes as Trinamool Congress chief while Tamil Nadu chief minister Jayalalithaa has 35,392 votes of her AIADMK in the electoral college.
