2G scam: Raja kept telecom department in the dark, says top official

CBI’s probe into the second generation mobile telephony spectrum scam has revealed that top officials of department of telecom (DoT) were unaware of crucial communication between the prime minister’s office and the telecom  ministry.

The then telecom secretary Dinesh Kumar Mathur has told the CBI that despite being the top most officer in the DoT he was completely unaware of two controversial letters Raja wrote to Manmohan Singh endorsing his 2G allocation policy.

In 2001 Raja had dispatched two letters to Manmohan Singh informing Singh of his decision to continue with the first-come-first-served policy for issuing unified access service (UAS) licences and allocate spectrum at rates fixed.

According to the charge sheet filed by the probe agency, Raja wrote a letter to the prime minister by “misrepresenting facts and fraudulently justifying” his decisions.

In his statement recorded by the CBI Mathur said, “Correspondence between the minister [Raja] and the prime minister was carried by A Raja at his level and the draft reply to the prime minister was not prepared in consultation with the department of telecom on file.”

“I was not consulted even informally. Normally such communication from such high dignitaries on matters of policy should be considered by the department in depth and a well thought out reply should be sent under the signatures of the minister,” Mathur’s said. He said the communication took place in his absence and he found copies of prime minister’s letter to Raja after he returned from a tour.
