Gujarat is eagerly awaiting a notification announcing the addition of six posts of additional principal chief conservator of forest (APCCF) and as many as 12 posts of chief conservator of forest (CCF) to the existing cadre. This additional manpower will boost conservation and environment protection efforts in the state.

A Gujarat Indian Forest Services (IFS) cadre review was carried out last December, following which a demand for changes according to the increased positions was sent to the central government. “We can go head with the addition of new positions as soon as the Centre issues a notification on the same,” said SK Nanda, principal secretary, forests and environment. The present Gujarat IFS cadre strength is 107. With the new posts, this will go up to 125.

At present, there are only three positions of additional principal chief conservator and eight of chief conservator of forest. With the additions, these will increase to nine and 20, respectively. Prior to this, the last cadre review was conducted in 2003.

The news has brought cheer among IFS officers at the level of conservator and chief conservator, as they will receive promotions to fill the upcoming posts. There are as many as 16 conservators of forest (CF) in Gujarat. With 12 new positions at the level of CCF, most conservators can hope for promotions.

It takes up to five years for a fresh IFS officer to reach a senior position. With the addition of new posts, a shake-up in the cadre can well be expected. Moreover, a good number of officers are expected to retire after 2012.

The state government has already started taking steps to ensure that there are enough people to fill these positions, said Nanda. “We have informed the Centre of our immediate and future requirements,” he said. The principal secretary expects the cadre to stabilise soon.

According to norms set by the government of India, a cadre review should be conducted at least every five years. The state government informed the Centre of its requirement of officers from central services well in advance. As of now, the Gujarat IFS cadre has full strength of 107 officers, including three officers currently undergoing training at IGNFA, Dehradun.
