Telangana formation: Srikrishna report had warned Centre of a storm in the T cup

The Congress-led UPA government at the Centre has taken the controversial decision to create a new state of Telangana by bifurcating Andhra Pradesh. It took the Centre more than two-and-a-half years to take this decision after Justice Srikrishna Commission submitted its voluminous report. However, a crucial part of the report dealing with law and order and internal security dimensions remained hidden from the public as it was submitted to the union home ministry in a separate cover.

dna, which got access to that report, found that the Commission had warned of a potentially dangerous situation in case the government chooses to grant full statehood to Telangana with Hyderabad as its capital.

The chapter 8 of the report, was submitted to the union home ministry in a separate cover, looked at the implications on the economy, Maoist movement, communal situation, education, migration and farming in the case of formation of Telangana and warned the Centre adequately about what could be in store in future.

Noting that although full statehood scenario will satisfy the emotional aspirations of the people of Telangana, the report cautioned that the enhanced job opportunities, which they expect, may not actually materialise leading to frustration among youth, professionals and even farmers.

The frustration may lead to scapegoating leading to targeted attacks on Seemandhra settlers and their properties, the report says.

Recognising that economic aspirations of the people of Telangana can be met only by accelerated economic development which depends on political stability, maintenance of law and order, availability of natural resource and skilled manpower, the report notes that it would not possible to fulfill the tall promises offered by pro-Telangana political parties and forums due to inherent factors.

Arguing whether a separate state of Telangana can sustain the state supremacy over the left-wing agitations and threats from other radical and extremist organisations, the report says the existing scenario does not offer an optimistic picture. “With the bifurcation of the state and Hyderabad in Telangana region, incidents of agitations, dharnas, and even violence are expected. This may result in flight of capital, stagnant growth and disincentive for entrepreneurs, leading to slow down of economic activity,” it says.

“These factors along with irrigation/water issues would have a definite adverse impact on revenue generation and industrial development of the state and may actually offset any gains in terms of additional employment opportunities and promotional avenues that will emerge,” says the report.
