Rs 10,000 crores earmarked for NHPM over two years

According to the SECC data, while 8.03 crore families will need to be validated in the rural areas, another 2.33 crore families will be validated from urban areas, an MoHFW official said.

Upto Rs 10,000 crores have been earmarked by the Union Cabinet for its ambitious National Health Protection Mission (NHPM) for the next two years, which will insure up to 10 crore families for Rs 5 lakh annually, said Union Health Minister JP Nadda on Thursday.

Additionally, come April, validation of Socio-Economic Caste Census (SECC) data will begin at the gram panchayat level. SECC was released in 2011 and data was updated in 2015. "There were concerns that addresses of beneficiaries are not available in the SECC data. This is why we are embarking upon a drive to validate data and identify beneficiary houses," said Preeti Sudan, secretary of Ministry of Health and Family Welfare (MoHFW). After the validation, an intimation letter will be sent from MoHFW to beneficiary homes to inform them of their eligiblity for the scheme.

Nadda said that the letter will also serve as an 'Electronic Card,' as it will have a unique QR or a matrix code printed on it. "The beneficiary can carry this card to any empanelled hospital, get it scanned to verify identity with our database and seek benefits," said Nadda.

According to the SECC data, while 8.03 crore families will need to be validated in the rural areas, another 2.33 crore families will be validated from urban areas, an MoHFW official said.

To ensure smooth implementation of the scheme, a National Health Protection Council will also be established, which will have a National Health Protection Board under it, chaired by Secretary of MoHFW and co-chaired by a member of the Niti Aayog. There will also be formulation of National Health Protection Agency and state level agencies which will roll out NHPS, Nadda said.

MoHFW is charting out criteria which will have to be fulfilled by private hospitals to get empanelled under NHPM, while public hospitals will be deemed empanelled, an official said.

Earlier this month, MoHFW held a meeting with Confederation of Indian Industry (CII), Federation of Indian Chambers of Commerce and Industry (FICCI), Hospital Association of India (HAI) and other associations representing smaller hospitals. "The associations voiced concerns about getting payment disbursed on time if they get empannelled with the government for rolling out the scheme," said an official.
