After facing rout in two more states Jharkhand and Jammu and Kashmir, Congress vice-President has set ball rolling for a road map to revitalise party. He has asked the party general secretaries and chiefs of frontal organisations to undertake an exercise of consulting state presidents, district and block heads to take inputs for his action plan, within two months. Sources said Rahul wants the action plan ratified by the Congress, in all probability in March or in April, and then declare it as a new Congress agenda.

Rahul had already prepared a concept paper through 22 brain-storming sessions consulting 200 party leaders from across the country, including all senior leaders. "He wanted us to gather inputs form ground on his concept paper, which ranges from expansion, making Congress a cadre-based organisation, reaching out to trade unions, employees unions, traders, party elections etc," a senior leader, who was part of the meeting said.

He had called the general secretaries' meeting to discuss the compilation of thoughts by his aides from his interactions with the party leaders over the past two months, but he steered clear of disclosing its details for two reasons: It will leak into the media even before the AICC ratification and it was still incomplete without reports from the state party presidents reflecting the ground realities. They general secretaries have been also asked to take views of ground workers on change pattern of organisational elections or to continue with the existing system.

In the past few months, Rahul had held interactions with young and elderly party leaders from various states in groups to take their feedback on how to strengthen the party at the grassroots and make a turn around.
There is a view in the party that since the next general elections will be held five years from now, it is time for the party to focus on its organisation in the states.
