With a plan to revive the flagging economy, boost manufacturing and create millions of jobs, Prime Minister Narendra Modi launched the Pandit Deendayal Upadhyay Shramev Jayate Karyakram on Thursday.

The prime minister also dedicated a unified labour portal called Shram Suvidha ​to the nation and inaugurated the Universal Account Number for Employees Provident Fund.

Under the scheme, labourers will get Unique Labour Identification numbers (LIN) to facilitate their online registration. At least four crore labourers are expected to benefit from this scheme. 

Speaking at the launch, Modi said, "The power that the phrase 'Satyameva Jayate' has, the same power 'Shramev Jayate' has for the development of our nation. In the country, white collar jobs are considered good. If a person wearing a coat rings a bell we welcome them, one but if its a poor person? These initiatives have been taken for the development of entrepreneurship for the industry and ensuring labour welfare, enhancing ease of compliance, increasing productivity and employability in the country."

Modi further said, "Inspector Raj is a big problem, and I believe e-governance is effective and economical governance, and also important for transparency. Self attestation will be a reflection of how the citizens are trusted in their country."

A computerised list of inspections will be generated randomly on predetermined objective criteria and complaints-based inspection will also be determined centrally based on data and evidence. There will also be provision of Emergency List for inspection of serious cases.

"We have replaced 16 forms (which factory owners had to fill) with one form, which is available online. Now computer draw will decide which inspector (labour) will go for inspection to which factory and he will have to upload his report online in 72 hours.

"These facilities are what I call minimum government, maximum governance. I have been hearing about 'inspector raj' since childhood," Modi said.

He added, "Ease of business is important. It is essential for success of 'Make in India'. We have to see labour issues from the eyes of the 'Shramik' (workers). We can't see it from the eyes of an industrialist. Skill development is a big opportunity for India. The world will require a huge skilled work force by 2020, and we need to work towards creating it."
