Big political controversy brewing again?

In a fresh coarsening of discourse just ahead of Gujarat election, senior Congress leader Mani Shankar Aiyar has called PM Modi as 'neech kisam ka admi'. He also said that the PM is devoid of any manners. Shortly after that, speaking from an election rally in Surat, PM reacted to this jibe and said that it is extremely deplorable. Modi said that people of Gujarat will give a befitting answer for such language in the upcoming polls. Later, reacting to this comment, Rahul Gandhi said that Congress party doesn't endorse Aiyar's views and expect him to apologise for making such statement.
Earlier, talking to ANI, Aiyar said,

Speaking about the incident, Mani Shankar Aiyar apologised and said that when he said ‘neech’ he meant ‘low level’. He told ANI: “Why was PM taking a jibe at Congress and Rahul Gandhi at inauguration of a Centre on Baba Saheb Ambedkar? Everyday PM is using foul language against our leaders. I am a freelance Congressi, I hold no post in the party, so I can reply to PM in his language.”
He added: “I meant low level when I said 'neech', I think in English when I speak in Hindi as Hindi is not my mother tongue. So, if it has some other meaning then I apologize.”

Interestingly Aiyar had also attracted controversy in the past by calling Modi a chai-wallah before 2014 elections, which virtually changed the discourse before the general elections. Here Aiyar said, " There can't be any doubt that PM is a low-life as he badmouthed the Gandhi family on Ambedkar Jayanti". He further said that there was no need of doing any politics in a day to remember Ambedkar, but PM indulged in it,
Soon, PM Modi responded and virtually blasted Congress party and its leader Mani Shankar Aiyar for this jibe.
He was quoted by ANI as saying, "Congress leaders are speaking in a language that is not acceptable in democracy. One Congress leader, who has studied in best institutions, served as a diplomat, was a Minister in Cabinet, he said Modi is 'Neech.' This is insulting. This is nothing but a Mughalai Mindset",
PM expressed hope that Gujaratis won't be mute spectator to all these 'insults' and said, " What all have they called us- donkeys, Neech, Gandi Naali Ke Keede...the people of Gujarat will give a fitting answer to such deplorable language".
PM then asked the voters that has he ever done something for which they have felt ashamed? Then why is he being called 'neech', he asked.
PM Modi urged BJP leaders not to react to such comments and urged voters to give a befitting reply during the elections.

Later Rahul Gandhi tweeted asked Mani Shankar Aiyar to apologise even though he couldn't avoid taking a dig at PM Modi saying he 'routinely used filthy language'.
BJP and PM routinely use filthy language to attack the Congress party. The Congress has a different culture and heritage. I do not appreciate the tone and language used by Mr Mani Shankar Aiyer to address the PM. Both the Congress and I expect him to apologise for what he said.
