J&K Polls: Situation not conducive for polls, says Congress

After National Conference (NC) and Peoples Democratic Party (PDP) decided to stay away from the civic and Panchayat polls, Congress on Wednesday said the situation is not conducive for elections though it did not call for the boycott.

The governor administration however remained firm on its decision saying there is no change in the schedule and the polls will be held as per already chalked out programme.“Even blind people will not say situation is fit for the elections in Kashmir. Elections means, 2011 and 2014 like polls. For us elections do not mean the parliament by-elections(of last year when Anantnag polls were suspended indefinitely due to security reasons). Entire world knows situation is not good for polls”, said GA Mir, J&K Pradesh Congress Party President, after the Core Group meeting.

Unlike the NC and PDP, Mir did not call for boycott of the polls and instead put the ball in the court of th central government and governor administration.

“Anyone who has to prepare for polls has to cross several barriers. To cross the barriers he has to encounter dangers at every level.. No one is taking responsibility--neither the central government nor governor administration. We have not heard from Election Commission. The central government and state administration should clear their stand whether they want to hold elections or it is just another gimmick”, Mir said.

Elections to Municipal Bodies will be conducted in four phases with polling dates between October 1 and October 5, 2018. 

Chief Secretary of Jammu and Kashmir BVR Subrahmanyam said the elections will be held on schedule and there will no change in the dates.

“Three weeks from now we will have urban bodies elections. From the first week of November we will have panchayat elections”, he said

Panchayat polls are being held in Jammu and Kashmir after two year delay.  Panchayat elections were last held in 2011 after 33 years hiatus in Jammu and Kashmir. More than 80 per cent people had defied militants and cast their votes in the Panchayat elections in 2011. More than 33000 Panchayat representatives were elected in the polls across the state in 2011

Last municipal polls in Jammu and Kashmir were held in 2005 for the term of five years term. There are 47 Municipal Council/Committees in Kashmir division and 37 in Jammu division. Municipal Corporation of Srinagar has 73 wards while as Municipal Corporation of Jammu consists of 71 wards. 

There are three Municipal Councils each in Kashmir and Jammu divisions.
