DNA Exclusive: New jail plan to improve staff-inmate relations

While six Byculla jail officials are facing imprisonment over the custodial death of deceased inmate Manjula Shetye, the jail authorities in Maharashtra are now taking the initiative to provide counselling to their staff in dealing with inmates.

This could help prevent similar incidents in the future. The state jail officials have also decided to construct more barracks in existing jails to address the issue of overcrowding.

The six jail officials have been accused of fatally assaulting murder convict Manjula Shetye last month.

Speaking to DNA, Bhushan Kumar Upadhyay, Additional Director General of Police (Prisons) said, "The incident (of Shetye's custodial death) is not a result of the failure of the prison system. It occurred due to the mistake of a few people. We are taking preventive measures to prevent similar incidents in the future."

Upadhyay said the state is also creating awareness among jail staff about the rights of inmates, and how they should be safeguarded. The authorities also claimed that overcrowding in jails is another issue that they are trying to address through short and long-term solutions. Currently, the number of inmates in jails across the state is more than double the capacity.

"Due to overcrowding, there have been incidents of friction within inmates. We have decided to construct more barracks across jails so that inmates can be shifted there," Upadhyay said. According to the plan, two additional barracks are expected to be constructed at Mumbai's Arthur Road jail, four barracks at Pune's Yerwada jail, about seven barracks in Aurangabad jail, and about four barracks at Solapur jail.

Authorities are also working on a proposal to construct two new jails each in Mumbai and Pune. Upadhyay said, "The Mumbai prison will have a capacity of 2,000 inmates, while the jail in Pune will be able to accommodate 800 inmates."
